Board Members

To ensure that the needs of all users of payment systems are met, four of the Board’s directors and its chairman are independent:

 

Chairman - Richard North
Richard North was formerly a partner at Coopers & Lybrand, before spending 9 years as a FTSE 100 Finance Director, firstly with the Burton Group and then with InterContinental Hotels Group. He then took on the CEO role at IHG, whilst also being Chairman of Britvic Soft Drinks. From 2007-08, Richard was Chairman of Woolworths Group. 

Independent director - Michael Alexander
Michael has extensive experience of the energy market having worked at BP and British Gas. As Managing Director, he and his team devised the multi-product strategy with which they took the business into the deregulated market place, leading the company into credit cards [Goldfish], electricity [dual fuel], and telecoms. From 1997-2003 he was COO and Executive Director of Centrica plc, Chief Executive of British Energy (2003-2005); Chairman of the Association of Train Operating Companies (2007-2009); and Chairman of TGE Marine AG (2007-2010). He is currently Deputy Chair & SID Russian Platinum; Senior Advisor at EGS Energy; Non-Executive Director of Costain Plc; and a member of the European Advisory Board for Landis and Gyr.

Independent director - Stephen Locke
Stephen is a specialist consultant on consumer policy and regulation, with an extensive background in both areas. He currently serves on the Boards of the National Consumer Council and ICSTIS, as well as advising on standards in TV, radio, advertising and insurance.  He has most recently been a member of the independent Financial Services Consumer Panel advising the Financial Services Authority on regulatory issues.

Stephen Locke

Independent director - Clare Spottiswoode CBE

A mathematician and an economist by training, Ms Spottiswoode began her career in H M Treasury before starting her own software company. She was Director General of Ofgas, the UK gas regulator, for five years from 1993 and Deputy Chairman of British Energy from 2002 to 2007.  From November 2006 till end 2009 she was the Policyholder Advocate for Aviva plc. Clare is currently Chairman of Gas Strategies Limited, and also a non-executive director of Energy Solutions Inc and Chairman of Magnox. She is also a non-Executive Director of G4S.  She was a member of the Independent Commission on Banking (known as the Vickers Commission) which reported in September 2011, and whose recommendations are currently the subject of proposed legislation.

Independent director - Gerard Lemos

Gerard Lemos leads the research team at Lemos&Crane. He is the author of several books and numerous reports about social policy. In September 2010 he became Chairman of the Money Advice Service. He is also Vice-President of the British Board of Film Classification. He was Chairman of the Lending Standards Board and formerly, the Banking Code Standards Board from 2005 until 2011.  He also chaired the Board of Trustees of the British Council in 2009/10 having been a trustee since 1999 and Deputy Chair from 2005. He was a visiting Professor at Chongqing Technology and Business University in China from 2006 to 2010. Gerard has formerly been an Audit Commissioner, a Civil Service Commissioner and a non-executive director of the Crown Prosecution Service. He received a CMG for services to the British Council in 2001.

 

A further 11 Directors are from organisations who are members of the Payments Council and are elected to serve terms ranging from one to three years:

Ron Delnevo, Managing Director (UK  & Europe), Bank Machine 
Ron Delnevo is Managing Director (UK & Europe) of Bank Machine, the company that installed the first independent ATM in the UK in 1998.  Bank Machine is owned by Cardtronics Inc, a NASDAQ-quoted US corporation and the World's largest independcent ATM operator.

A graduate of Heriot Watt University in Edinburgh, Ron had senior roles in several organisations - including the British Airports Authority and Tie Rack PLC - before joining Bank Machine in January 1999.  In June 2000 he was appointed Managing Director.  Since then this highly succesful and innovative organisation has never looked back.

In addition to operating ATMs for many of the UK's most succesful retailers and leisure venues, Ron has lead Bank Machine to develop Free-To-Use ATM services in military bases, hospitals, universities and colleges, many of which locations had never before had cash machines.

Ron is chairman of the European Board of the ATMIA and a member of both the Governance and Consumer Committees of LINK.

This is a return to the Board of the Payments Council for Ron, having served for one year immediately after the launch of the Council. 

 

Andrew Slough, Payments Industry Director, HSBC
Andrew has over 25 years experience within retail and commercial banking, cards and payments at HSBC. This has included senior positions in strategy, product and business management in both the UK and US. He also has extensive experience in industry involvement and representation. In his current role as Payments Industry Director, Andrew is responsible for
HSBC's strategy in respect of and engagement with the whole of the payments industry.

 

Norman Wren, Santander
Norman is responsible for operations including payments; process improvement, organisational structure and productivity, Cost management and procurement.

Previously, Norman worked in Paris for AXA where he was responsible for setting up global manufacturing and cost management programmes. He has also worked at Guardian Royal Exchange as Group I.T. Director, BZW Investment Bank as Head of Global I.T. Operations and was a consultant with Andersen Consulting.

 

Paul Horlock - Head of Payments
Nationwide Building Society

Paul is responsible for all Payment processes across the Nationwide group. This includes: all low and high value electronic payment transactions, paper transactions, cash and cards activity.  He is also the Accountable Executive for all key payment projects across Nationwide covering PSD 2012, integration with the group’s new operating systems and the development and delivery of the future strategic payments infrastructure.  Prior to joining in Nationwide in 2010, Paul spent 9 years with Barclays where his last position was Head of Global Payment Processing with direct responsibility for operations in the UK, US and India. 

Prior to joining Barclays, Paul worked for the Prudential Assurance Company and spent time working in the Lloyds of London insurance environment.

 

 

 

 

 

 

 

 

 

Ger Moffatt, Head of Post Office Account management, Bank of Ireland.
Ger is an Executive in the Group Payments business of the Bank of Ireland Group. He is a qualified accountant and has worked in a variety of financial, commercial and general management roles for over 20 years in the Bank. He has been a senior member of the leadership team in the Payments business for over ten years. In this time he has been at the forefront of a range of strategic initiatives in all its payments businesses, covering cash, electronic, ATM, cards. These initiatives have been delivered in its personal and business sectors and in the UK and Irish market place.
His current role is UK based as the Head of Post office account management with responsibility for the overall business and contractual relationship between BOI and the Post office.

James Barclay, Executive Director, J.P. Morgan
James is an Executive Director in J.P. Morgan’s Treasury and Securities Services within the Global Market Infrastructures team, jointly responsible for managing strategic regulatory issues and industry developments in EMEA. He joined J.P. Morgan in 2007 after heading the New Business Initiatives team at the Euro Banking Association and before that Lloyds Bank’s securities operation in Paris. He is a member of the Board of the Euro Banking Association and has had extensive experience in both the payments and securities industries from operational delivery to strategic positioning.

 

 

 

 

Kevin Brown, Director- Head of Structuring, Market Infrastructures and NL Sales, Global Transaction Services Royal Bank of Scotland
For over 5 years Kevin has had prime responsibility for defining the RBS strategy on payment industry issues and market infrastructures.
Kevin led the separation of ABN AMRO’s transaction banking business from the components acquired by the Dutch government and Santander, and its subsequent integration into the newly formed RBS Global Transaction Services business. He also has accountability for several further key strategic structuring projects as RBS re-shapes its business.
Kevin is a career banker with 30 years experience in a variety of roles including branches, finance, treasury, programme/project delivery and product management. His specific roles have included payments, cards, investment and deposit products, and securities settlement products.
Kevin represents RBS and the UK community on numerous industry bodies, including the Board of the IPFA and the Board of the EBA Association.

John Hughes, Director, Retail Banking, Co-operative Bank
John Hughes joined the Co-operative Bank in 2004 as Director of Retail Banking. At the start of 2006 John's role was brought within the newly formed CFS Business Management team, and his remit extended to cover the whole profit and loss performance of the Retail Bank. Prior to joining CFS John held a series of Executive roles spanning Sales, Strategy Development and Change Management.

John Hughes

Jamie Martin, National Australia Group Europe Ltd
Jamie Martin is Head of Payments Services and Cash Management for National Australia Group Europe Ltd. As well as leading their UK payments business and ensuring proper controls and accountability, Jamie also directs the banks cash services.  The bank is one of only a handful of commercial banks in the world that can issue its own bank notes and has more in circulation in Scotland than any other bank, including the UK’s central bank.

Jamie is a Fellow of the Chartered Institute of Bankers in Scotland and has experienced a wide range of roles within the bank across his 30 year career, including retail banking and wealth management.  He has led on some major process improvement and efficiency programmes, including the transformation of the bank’s payments operation across the Great Britain and Ireland in 2002.

In 2009, Jamie oversaw the end-to-end process for re-designing, producing and putting into circulation, a completely new series of Clydesdale banknotes.

Jamie lives in Scotland and is married with two teenage sons. Clydesdale Bank and Yorkshire Bank are part of the National Australia Bank Group Europe Ltd.

Russell Saunders, Payments & Business Services Director, Lloyds Banking Group
Russell is a career banker with 20 years experience, specialising in operations, compliance and change management. He is currently Group Payments & Business Services Director for Lloyds Banking Group. Russell is a strong advocate of customer led innovation in payments and has led a number of initiatives on behalf of the industry including Faster Payments.

Russell Saunders

Steve Allen, Head of Global Payments, Barclays

Steve is Head of Global Payments at Barclays. Prior to this, he was the Director of Operations for Barclays Corporate with responsibility for a number of areas including Lending Operations, International Trade Operations, Account Servicing, Business Continuity, Supplier Management and for Offshore Services function in India.

Steve joined Barclays in 2006 after spending 17 years at Citigroup where he held a variety of roles in the UK, Ireland, India, and the US.

Steve has extensive Operations and Customer Service experience through a number of senior management positions in Citigroup's Corporate and Investment Bank and Global Consumer Bank including leading the payment operations in both Europe and the US. In his latest role at Citi, Steve was Executive Vice President, National Director of Client Services for Citigroup based in New York.

 

 
The Payments Council also has two observers:

Chris Salmon, Executive Director for Banking Services, Bank of England

Chris joined the Bank in 1991.  He spent the 1990s working on various issues related to the design and conduct of monetary policy, including when being seconded to the Treasury in 1996.

Chris spent 2000-2002 in the International Monetary Fund before returning back to the Bank.  Between 2002-2006, Chris worked on IMF issues, running the International Finance Division. 

From 2006 and Easter 2009 he was the Governor’s Private Secretary;  a period dominated by the financial crisis that began in August 2007.
He spent the next two years running the Bank’s Sterling Markets Division, with responsibility for the Bank’s monetary and financial stability market operations, including the quantitative easing programme which was implemented during the period.

He became Executive Director for Banking Services in April 2011. 

 

Adrian Kamellard, Chief Executive, Payments Council

Adrian joined Payments Council in November 2011.

Adrian previously worked at the centre of government in the Cabinet Office. His role including establishing a strategic commercial team tasked with renegotiating high value contracts, designing and implementing outsourced business process reengineering projects and spinning off new business out of government departments. Adrian’s work in this area saved £800 million in one year, without adversely affecting the quality of services received by the taxpayer. Before moving to the Cabinet Office, Adrian was Head of Major Projects at Partnerships UK, where he was also seconded to serve as the Chief Executive of Broadband Delivery UK. Earlier in his career, Adrian was an Investment Director at Charterhouse Bank, where he advised on telecoms projects in both the public and private sectors.
