The Payments Council is responsible for setting the strategy for UK payments. At the forefront of that strategy is the National Payments Plan.
The National Payments Plan is now three years old. In April 2011 we launched a consultation on how we should update the National Payments Plan. More information about this consultation can be found here.
The National Payments Plan
Overview
The National Payments Plan was published in May 2008, just over a year after the Payments Council was set up. It sets out publicly the agenda for much of the Payments Council’s work over the next five to ten years.
Developed after extensive consultation with the industry and users, the plan is a strategic document in which we set out a vision for UK payments together with the practical steps needed to put the vision into practice.
The National Payments Plan demonstrates how we intend to drive payments forward to meet the needs of stakeholders. It brings together the three strands of our remit – innovation, efficiency and integrity. It also outlines those areas where collaboration and cooperative activity can deliver benefits to all users.

The National Payments Plan consultation process
In April 2011 we launched a new consultation on how we should update the National Payments Plan. More information about this consultation can be found here.
We previously held a public consultation in 2007 to ensure that all stakeholders and people with an interest in the future of payments were able to help form the National Payments Plan, that was published in 2008.
Regulators and other key stakeholders, members of the Payments Council and its three User Forums were consulted at an early stage in planning the topics for consultation and drawing up the 2008 consultation document.
A press release was issued at the launch and the consultation document was circulated to over 200 stakeholders.
Responses to the National Payments Plan 2007/08 Consultation
82 responses were received to the National Payments Plan Consultation in 2007/2008. The respondents are listed here, and non-confidential responses are linked through their names.
We have not included organisations who made verbal comments in the wholesale consultation or the payments conferences in January, or who wrote to say they had no formal comments.
Progress updates
A progress update on the National Payments Plan is produced each year. These updates report on the work and the key decisions taken by the board of the Payments Council on the work of the plan.
