The Board

The Payments Council has a Board of 16 directors. To ensure that the needs of all users of payment systems are met, four of the Board’s directors and its chairman are independent:

Chairman – Brian Pomeroy
Formerly Senior Partner of Deloitte Consulting and now holds a number of public, voluntary and private sector appointments.  He is Chairman of the Treasury's Financial Inclusion Taskforce, a member of the National Lottery Commission (having been its Chairman in 1999/2000 and 2002/03) and a member of the Audit Commission.  He is also a member of the Financial Reporting Review Panel, a director of the Social Market Foundation and a trustee of the Money Advice Trust.  He was appointed a CBE in 2006.

 Brian Pomeroy

Independent director - Michael Alexander
Michael has extensive experience of the energy market having worked at BP and British Gas.  As Managing Director, he and his team devised the multi-product strategy with which they took the business into the deregulated market place, leading the company into credit cards [Goldfish], electricity [dual fuel], and telecoms.  From 2003-05, he was Chief Executive of British Energy, before pursuing a portfolio career.

 Michael Alexander

Independent director - Moira Black
After qualifying as a chartered accountant with Price Waterhouse, she became the first female partner in the London office in 1984.  Since 1993 she has held a number of appointments, mainly in the public sector.  She is currently Chairman of The North West London Hospitals NHS Trust and was appointed a CBE in 1998 for services to consumers and to healthcare.

Independent director - Professor Martin Cave
Martin is Professor and Director of the Centre for Management under Regulation, Warwick Business School.  As well as his academic work, he has also undertaken studies for the European Commission and advised regulatory agencies.  In 2006 he was special adviser to the European Commissioner for Information Society and Broadcasting.

Independent director - Stephen Locke
Stephen is a specialist consultant on consumer policy and regulation, with an extensive background in both areas. He currently serves on the Boards of the National Consumer Council and ICSTIS, as well as advising on standards in TV, radio, advertising and insurance.  He has most recently been a member of the independent Financial Services Consumer Panel advising the Financial Services Authority on regulatory issues.

A further 11 Directors are from organisations who are members of the Payments Council and are elected to serve terms ranging from one to three years:

Paul Baker, Managing Director, Group Operations, Lloyds TSB Bank
As Managing Director of Group Operations Paul has responsibility for the bulk of the back office processing functions at Lloyds TSB. He also has policy oversight for all manufacturing activity. Operations include payment processing; centralised consumer debt collection and recovery; cash management and ATMs. Paul is Chairman of the Industry-wide Fraud Steering Group. He has previously been a board member of BACS.

Brent Bellm, Vice President and Managing Director, PayPal Europe 
Brent Bellm has served as Vice President and Managing Director of PayPal Europe since October 2005. His prior roles at PayPal's parent, eBay Inc., were head of eBay corporate strategy (2001-2002) and head of PayPal global strategy (2003-2005). Prior to eBay, Mr Bellm worked at the management consulting firm McKinsey and Company from 1993-2000; at Credit Suisse bank in Zurich; and at investment bank Goldman, Sachs in New York.

Maurice Cleaves, Managing Director, Deutsche Bank 

Maurice Cleaves is Managing Director at Deutsche Bank responsible for the EMEA Region Cash Management Product Management organisation. He joined Deutsche Bank in September 2006 after 26 years with JP Morgan and legacy institutions. Prior to joining Deutsche Bank Maurice was Chairman of the IBOS Association. Maurice has been a Director of SWIFT UK, CHAPS and a member of the APACS council.

Kevin Gillett, Head of Payment Services, HBOS 

Kevin has been with HBOS for 16 years, spending the last 5 years leading its fast growing Bank of Scotland Business Banking franchise. Prior to that his career include time as Sales Director, Marketing Director and Head of Strategy in roles spanning the UK and Ireland. As Head of Payment Services, Kevin is responsible for the Payments Strategy, product management as well as operational delivery for all payments, cash management and trade services across corporate, SME and retail customer segments.

 Kevin Gillett

Richard Hemsley, Chief Executive, Manufacturing, Royal Bank of Scotland

Richard joined NatWest Retail in 1983 and has worked in credit management, retail and corporate banking and fund management. In the period up to his recent appointment as Chief Executive, he was Managing Director of Manufacturing Operations. He has completed the 3-month Advanced Management Programme at Harvard Business School. He was made a Fellow of the Chartered Institute of Bankers for Scotland in 2005 in recognition of his outstanding contribution to Banking.

 Richard Hemsley

John Hughes, Director, Retail Banking, Co-operative Bank
John Hughes joined the Co-operative Bank in 2004 as Director of Retail Banking. At the start of 2006 John's role was brought within the newly formed CFS Business Management team, and his remit extended to cover the whole profit and loss performance of the Retail Bank. Prior to joining CFS John held a series of Executive roles spanning Sales, Strategy Development and Change Management.

 John Hughes

Colin Klipin, Head of Global Payments, Barclays Bank
Colin Klipin is currently Managing Director, Global Head of Payments at Barclays Bank PLC. During a long career in the Global Payments arena, Colin has held high-level senior positions at Citibank, ABN AMRO, Deloitte and Bank of America. He has served as the US director on the SWIFT Board as well as a member of the Federal Reserve Bank's Payment systems risk committee. Colin was a member of the founding group of CLS.

Gerry Lane, Director of Payments Strategy & Treasury Operations, Alliance & Leicester
Gerry Lane is responsible for the co-ordination and development of the Alliance & Leicester's strategy and response to the various payments initiatives and regulatory changes in the UK and EC. He also has responsibility for Treasury Operations and the Group's Business Continuity Management. Gerry joined Alliance & Leicester in 1997 and has over 20 years experience in senior Finance & Treasury Operations roles.  

 Gerry Lane

Jim Large, Head of UK Operations, HSBC Bank
Jim has spent 36 years in the financial services industry. After 13 years in the Citibank branch network he took an opportunity to work overseas, spending the next 20 years working throughout Europe.  He has subsequently held a number of extremely high profile roles in the financial services sector, including Chief  Operating Officer positions at Citibank and GE Capital. Jim joined HSBC in his current role in 2006.

Dermot Nolan, Head of Payments Strategy & Change, Bank of Ireland.

Dermot joined the Bank of Ireland Group in 1992 and has held a variety of senior managerial roles in retail banking, credit, marketing and operations. In 2006, he was involved in the creation of the Group Payments division and is responsible for strategy, planning and change across all payment products and services. He is a Director of the Irish Payment Services Organisation (the Irish equivalent of the Payments Council) and the Irish Internet  Association.

Juan Olaizola, Executive Director of Manufacturing, Abbey
As Executive Director for Manufacturing at Abbey National Juan is responsible for IT, Operations, Organisation and Services divisions. Previous responsibilities within the Santander Group include the CIO Strategic Office, from where he drove multiple transformation projects, as well as being integral to the team responsible for Abbey's acquisition in 2004. Prior to joining Santander, Juan worked at IBM for 18 years, where he held different executive positions in the Services division. He is a director of ISBAN, the Santander Group Technology company.

The Payments Council also has two Observers:

Paul Smee, Chief Executive, Payments Council
Paul Smee started his working life in the Department of Trade and Industry where he worked from 1978 to 1988. Paul moved on to the London Stock Exchange where he held a number of appointments, including Head of Government Relations. A number of high profile roles followed, including Director General of the Association of Independent Financial Advisers. In January 2005 Paul joined APACS as Chief Executive.

Paul Smee 

Andrew Bailey, Executive Director and Chief Cashier, Bank of England
Andrew has worked in the Bank for over 20 years, starting in the International Divisions, before moving to Banking Supervision.  This was followed by his first spell in Banking Services, as senior manager for Policy, Risk and Special Operations.  After that he was the Governor's Private Secretary, and then Head of the International Economic Analysis Division in Monetary Analysis. He returned to Banking Services as Chief Cashier at the beginning of 2004.
